Emerging neighbourhood plans

Small Heath Neighbourhood Forum and Neighbourhood Area Application consultation

Wednesday 8 May to Thursday 20 June 2024.

An application has been submitted by community members in Small Heath for the Council to consider the designation of a Neighbourhood Planning Forum and Neighbourhood Plan area boundary.

The application must now be publicised by the Council for 6 weeks in accordance with Neighbourhood Planning regulations.

The application includes the proposed geographic Neighbourhood Plan boundary, a statement of how community members meet the regulations to become the relevant body to prepare a Neighbourhood Development Plan, a proposed constitution and details of consultation events that were held in the area.

Comments must be received by Thursday 20 June 2024.

Designation decision

Any comments received will be considered in the Council’s decision to designate the Neighbourhood Plan area boundary and Forum.

A decision on the designation of a Neighbourhood Plan area boundary and Forum must be made by the Council within 13 weeks of the beginning of consultation and will be published here in July/August 2024.

Next steps

The designation of a Neighbourhood Plan Forum and area is the first stage of the process for members of the local community to begin forming a Neighbourhood Development Plan, which is community led. The Council have a statutory duty to support the process.

If the Forum is designated, no other body can be designated to prepare a Neighbourhood Development Plan for the designated area, until the designation expires or is withdrawn in accordance with the Neighbourhood Planning Regulations.

If designated, the Forum will then start to draft the Neighbourhood Development Plan and will lead formal consultation with the local community. The Neighbourhood Development Plan is subject to an independent examination and a local referendum before it is made.

“Made” neighbourhood plans

Balsall Heath Neighbourhood development plan

The neighbourhood plan process began in September 2012 and the submission plan following consultation, was assessed by an independent examination in March 2015 and was voted by public referendum in October 2015.

The neighbourhood development plan was “made” in November 2015.

The Beeches, Booths and Barr (3Bs) neighbourhood plan

The neighbourhood plan process began in 2017 and the submission plan following consultation, was assessed by an independent examiner in August 2021 and was voted by public referendum in October 2021.

The neighbourhood plan was “made” in November 2021 and now forms part of the statutory development plan for determining planning applications in the neighbourhood area.

The Jewellery Quarter neighbourhood development plan

The original application for designation was made to the council in 2014.

The Jewellery Quarter Neighbourhood Plan Forum worked to develop their neighbourhood plan and submitted their proposed plan to the council in 2022.

彩霸王论坛 consulted on the plan in the summer 2022, and sent it to the independent examiner in the autumn 2022. The independent examiner assessed the neighbourhood plan and submitted his report.

On 10 March 2023, the council published the decision statement and the examiners report.

The Jewellery Quarter Neighbourhood Plan referendum was held on 13 July 2023.

The referendum gave residents and businesses the opportunity to vote on whether they wanted the neighbourhood plan to be adopted.
